The Failure of the 28-Clause Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of contrasting events captured the grim essence of the outgoing year. By day, diplomatic battles are fought: positive announcements are released from different nations. Immense energy is allocated on restraining particular approaches. By night, the Kremlin clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a capability afforded by current data. From vantage locations, defense planes that had been deployed to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems thundered: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, most likely supplied through partner states. Every deployment shakes the surroundings, rattling buildings. The brief panic quickly gives way to grim resignation: possibly the incoming missile won't cause damage this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Following this, a large-caliber weapon opened up on a unmanned aircraft close by, part of a defensive team – most likely Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.

Intermittently, this carried on until dawn. Kyiv awoke to the early updates: several casualties, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's vital need on Western support – a dependence that neighboring countries are demonstrably unable to fill in the near term.

Ineffective Peace Efforts

The comprehensive proposal from US administration generated strong feelings, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new proposal from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, no doubt, continue.

Tactical Assessments

It is easy to blame particular leaders of persistently promoting Russian terms. But that does not seem to be the whole story. Washington operates on a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government assumes that it is impossible to compel Moscow to relinquish the land that it currently occupies in Ukraine's occupied territories.

The issue is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through words or deeds, from thinking that the situation will not evolve additionally in its advantage in the coming year.

Opposing Positions

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but averting a complete military breakdown until conditions improve in its advantage.

Existing Situation

Realistically, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unworkable, so that their priority does not move to domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are influencing discussions.

Summary and Prospects

It took a just a single week to eliminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all did their job.

While new plans based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, mainly require continued Western support.
